I'm not sure what you mean. Weather in Kyiv is a lot like in Toronto, and I've seen a lot of Isuzu Rodeo's here.

Roads are mostly OK inside the city.

I seriously have no idea, but I think it would be fine in Kyiv, as for outside of it..., you may have some problems.

I don't think buying car in Ukraine is a good idea. There's a strange law making it hard (and expensive) for Ukrainians to purchase foreign-made cars. I don't know if the law is different for foreigners.
